I am a bit baffled. You stated that all the emails are to subscribed clients with opt out, then you say they are SPAM.. They cannot be both...SPAM is SPAM and you will need lots of IPs to even send them before Spamhaus puts your down. You just shot yourself in the foot on this request.

It would be best to provide exact specs you are looking for in that budget. Cpanel will probably run you the same as most every other provider, so you have to factor at least half will be for licensing. Also, would US work for DoS protection? Look forward to your next reply.
