Yeah paypal is trying to avoid being in troubles. You'd better find something else other than uploading or move to other payment processors. (Webmoney, I suggest).

You won't get in troubles for using .net/.org or even .com unless your site is very big & popular. That's my own opinion. Good luck with finding one, though.
