No,usually it's fast.For some reason the speeds drop like this sometimes but it's usually back to normal fairly soon.

It's still screwed up.My per download average is only .001,All downloads are showing as tier D. So aside from reading all downloads as tier D,it's tier D at the normal tier D rate not a bonus rate.

If you truely want to make it up to everyone you should at the very least double your per download rates for a length of time matching the length of time we end up going without the downloads being counted.
