Unfortunately, cPanel does not have an "auto-suspend" feature for users who use use more resources than allowed on your server.
If you want something like this, you will have to create your own custom code to do this...

As for what you want, you probably would be better off purchasing your own VPS and hosting it yourself, or try 1and1...
for a semi dedicated and that much bandwidth, you may want to raise your budget a little.
