Great concept, however only good if you have your own server (dedi / vps), since such methods are not allowed on any shared / semi dedicated hosting services. -- but then again if you have your own server you can just use wget as dlow said.

Unfortunately there is no such thing as 100% uptime. Nor will you find anything "decent" for "cheap". You're looking at atleast $25+ (depending on how many cpanel's you need).
