Your source file is 1080p with and the converted one is 720p which doesn't drastically change the file size. It's the lower bitrate which changes the size.
Is the convert issue only a recent thing or does this always happen on your account? If the latter, please send me a PM with your account E-Mail.

Payouts are usually met within 24 hours unless stated otherwise on the payout page. The first few payouts you request, need an additional 72 hours for manual account verification.
We've had a maintenance break for around 30 minutes today. And a second maintenance break for around 30 minutes comes soon. API and FTP are not affected.
