coz normally he can't accept 4* and 5* sites submit without accept 1*-3* submits. 4* & 5* submits not showing on acp if there is 1*-3* submits so at first he need to finish all 1*-3* submits.I think you got answer.If you need more details than i'm sorry i can't explain that now B-)
