Either you have a bad installation of CentOS (which I doubt) or you host has filled the node you are on with too many VPS's and now you are suffering the slowness

Worldstream will give a backup, I have been kicked off of their network twice. They give you 24-48 hours to either move or stop infringing. They are a well run datacenter with great support. They just can't fight brein No I do not work for them :p I just had a server there for almost 3 years...

Bud, cPanel alone for a dedi is $38. There is no way you can get a dedi for that price. Look into a VPS :)
