Has he replied to you? This to me looks like bad service. Do you qualify for a refund? If no communication is coming from the seller, I would open a dispute with PayPal.

Also, yes, we cant do much more than banning the user. ALWAYS open a dispute with the payment processor and if you use shady processors or send the money as gift , you had it coming.
