We do currently pay via webmoney. We had a temporary bug where downloads in reports were counted twice, once during start and once after completion. That was why was a small difference. However, this bug has been fixed now.

maybe server on which your site hosted is already overloaded. I don't see any reason for dedicated server, when your site can run on Shared plan smoothly. Also, check your code, there may be some hidden iframes.
