FTP uploads do not support uploads larger than 2GB.

Regarding deletion due to inactivity, I recommend 90 or 120 days. Video conversions consume the most resources; with a 60-day period, you can re-upload videos that will then be viewed. Alternatively, you could use those timeframes for files over 2GB or larger, and have a longer expiration period...

Isn't the change supposed to be automatic and require no action?

Perfect timing: I get traffic to my site that doubles the normal amount, and the first experience they get is something down, just enough to make them not come back to the site. And so it is with everything in life. Same fate. :(
