simple when you add a card on your paypal account. paypal do charge it by deducting a small amount to verify the transaction and see if the card is valid or not. If transaction went succesful then your account will be verified and if not then you will see the same error you shared with us above...

I think its 1GB for registered user and 2GB for premium user. Little advice to 2GB file uploaders. Don't put 20 eggs in one basket. Split eggs into 5 different parts and share it on multiple baskets. The more you split your files, the more you will have chance of getting sales or rebills.

@Roman- check the requested date of your payout on your account. You have to wait atleast a month to finally get paid as per new rule by rg staff.
