XP was great for its time, but 7 is the best modern Windows OS. The functionality, stability, and customization is better than any of the others. I hear 10 may be moving to a subscription based model, and if that's the case I won't touch it with a ten foot pole.

I would recommend a new, more smooth header and logo. Also, you may want to consider some other content on the sidebars since you have both a top of month and top of week which seems a bit redundant.

I would suggest a new logo, also the font is a bit small and somewhat difficult to read. Maybe a different color other than light grey on white would be appropriate. Also, I noticed the Google ad box (with nothing in it currently), I believe Adwords are not very approving of this type of site so...

Looks good, a bit lacking on content at the moment but that's expected for a new site. I would suggest a new logo, also the actual download posts are quite a few clicks in so you may want to include a recent posts feed or some other way to access and view the content quickly.

Theme looks good, you may want to work on your logo a bit and change "Pupular Post" to Popular Posts.

For me, the white text on the bright orange background is glaring and a bit difficult to read. Also, you may want to reduce the amount of "orange space" in the header, as bright colors are best to draw attention to a particular spot.
