Eh, that's a drop in the bucket compared to current US spending and national debt. It'll no doubt be wasted on bureaucracy like most other US funds. All for engaging in consensual trade with someone on the "bad list".

Mining any cryptocurrency is pretty much pointless unless you have the right kind of dedicated hardware (mining rig) to do it. Then it's a bit of a bet, you probably want to go with a less established one than bitcoin that hopefully will increase in value.

End users who are just clicking through everything should install Unchecky, to avoid ending up with bundleware. I personally switched from uTorrent a while ago because of the bloat.

I use the built in link checker for dead links about once a week. Sometimes I'll be preoccupied and lapse for a little while though. Backups and CMS updates are automatic, so I don't have to remember those.
