If you're using Windows, you could just format and set the second drive as D: (or whatever) and use uTorrent. Set it to use the second drive as the download location, and enable the webgui if you feel the desire to.
Can you get to the Internet from inside of the VPS? (if you have console access of some type)
Also is sshd installed/running? Run 'ps aux | grep sshd' and see if it is running.
What OS is the VPS running? Is sshd running? Did you change the default port and if so, did you make sure to specify the correct port? Does it work if you use PuTTY?
You can do what you're talking about, you'd have to run your Windows virtualized though. You can either use VMware server for Virtualbox, the former has a nice webgui and the latter can be a little difficult to run headless at first, but preforms better imo.
