Your budget is pretty low, like it was already said, you would be hard pressed to find a quality server for $55/month. Have you thought about a VPS at all?

There's a file named tools.php in the 'do_not_upload' folder in the vB zip. Upload it to your ACP folder and visit the script in your browser. Try resetting your cookie path/domain settings, clearing your cookies and see if you can login.
If that works, don't forget to delete the file!

The registration box will take most of the space above the fold for a lot of common screen resolutions. Also, you have a notice about being unregistered and whatnot, so the registration box could be considered redundant/intrusive by some.

The 'time since we've been online' counter was a little distracting imo. Like the skin, don't care for the favicon, and you need a bit of space between the bottom of the forum status icons and the top of the affiliates box.
Are you integrating this with an existing site or starting from scratch? If you're starting from scratch you might want to have a look at some of the different PHP frameworks available.

Also, I have to agree that you have too many forums for the amount of content that you currently have. It will turn visitors off to your site because it looks empty and unused.
