OVH only has datacenters in France. They don't have DCs anywhere else, but they have different websites (like OVH Spain) for different countries. You may get an IP that looks like it's from Spain, but the server will always be physically located in France.

You could install a VNC on there, and create different users and put quotas. Without using virtualisation, it will be hard to limit CPU/RAM/network etc

No doubt they are bots, 4chan users have a habit of downloading and running any exe they are told to "xxxsuperhotpronzzlololpussy.exe". Ironically, its probably bots running offa 4chan users. Wouldnt be the first time its happened.
