Yeah DL servers are also hosted in Kansas US, but what´s the problem with this? I find it pretty standart because USA has cheaper prices and better worldwide peerings than any Asian datacenter. The proof:

The most advanced Asian filehost i know, they have affiliate and interface is Chinese (If you access from Asian IP) or English (Rest of the world)

Uploaded or Rapidgator are getting 30.000 complains per week while FileDownloads around 20, so probaly it has nothing relation with this outage
