Not counting incomplete downloads is a downside that is an effect of extending our rates per size, which are, as i have seen in stats, more profitable. For files uploaders it's more profit. We will try to make incomplete downloads at least counted as the smallest. Thanks for the information!

We'll consider 1mbps download speed and set timer to 25 sec, but download resuming will be fixed in some time. Page is still being worked on and everything will keep being better. If you want less to no limits consider premium account :)
