If you are willing to spend on the bandwidth you will get a lot of offers.
1 Gbps connectivity with unmetered bandwidth for streaming will cost you around 500-700 Euros a month.

Who told you that we have removed the ability to re install the OS on a VPS ? We still provide every user with solusvm access which gives you the ability to reboot, re instal, power on/off your VPS.
avRO, such a server will cost you roughly around 200 USD with 50 TB-100 TB Bandwidth. You wont be able to get any lower than that.
120$-140$ is definitely not possible unless for some doggy company/offers.
From what I know it really depends on how many servers you have. Leaseweb usually does not cap your speeds but if you are abusing their connection they will notify you with an email.
According to leaseweb's policy you cannot have 100% use of your connection.
