Ad Network with Highest CPM and No Malware with Advanced Controls?

Hi
Which ad network has highest CPM and has these?:
- No Malware Alerts by AV programs
- Can Block some ad network types from settings (such as blocking gambling, adult etc. ad networks)
- Can block some specific countries
- able to create banner, push and popunders

popads has such controls but AVs alert as malware, adware
adsterra has no malware but they dont have advanced ad controls
any others?

For ad networks with good category controls and no malware flags:
Adsterra — As PaySkipORG mentioned, you can block gambling/adult categories. Their Social Bar format is clean and doesn't trigger AV alerts. CPMs are decent, especially for tier 1 traffic.
Monetag — Has granular category controls and their ads are generally clean. Good CPMs for mixed traffic.
HilltopAds — Allows category blocking and has anti-malware measures built in. Their popunder rates are competitive.
The malware alert issue with PopAds is a known problem — their popunder redirects sometimes trigger AV heuristics. Switching to Adsterra or Monetag should solve that while giving you similar or better rates.
