Which domain registrar ignores DMCA?

You may check out offshore registrars like connectreseller, Njalla and Shinjiru, as they are known for staying out of DMCA reach and for domain extension, non US/EU ones like .is or .to are recommended as they are not bound by those specific laws. I have personally used connectreseller and the experience was positive.

which domain extension is not owned by us/eu and is the cheapest?
 
For crypto payments without KYC, Njalla is probably your best bet — they accept crypto and are privacy-focused. They're based in Nevis so DMCA is not really enforceable there.
Shinjiru (Malaysia-based) is another option that's popular with adult site operators. They accept crypto and are known for ignoring takedown requests.
For .top specifically, most cheap registrars are indeed western. You might want to look at .cc or .to extensions instead — both are outside US/EU jurisdiction and have registrars that accept crypto.
One thing to keep in mind: even if the registrar ignores DMCA, your hosting provider is usually the bigger target. Make sure your hosting is also offshore if DMCA resistance is important to your operation.
