Is this the new policy? If yes those who set their files "Premium Only" will be in trouble.

Please update your "Rules and Conditions" to reflect this at the first page so any potential user will be aware of this.

I don't see it mentions anywhere in the page you referred to that files with no download in 30 days will be removed, and on the first page of this support thread it is stated that

Premium Users files will be saved for permanent (Unless you decide to delete them by self).

This is misleading.
