Umm, many whom were banned, their next acc where banned too, but you can always try...

But try to no upload anything that caused your ban, move to another things and then you can hope that you don't get banned again
 
but can add the same paypal account in the new account i created? the support told me i can create a new account but didnt reply me about if i can add the same payoff info
 
If you don't get any dmca with the new acc of the same type of files then I think that is ok to put the same payoff info because I have two accs with the same payout info but of differents tariff and nothing happened to me
