You can use tools to track your website ranking, optimize your website, but please never use a tool for creating content and link building..... if you do this, you will be hurting yourself.

Keep building slow link building but never give up, keep building links, creating content, optimizing your website for users, answers questions of your clients/customers on social media websites and engage them... SEO can't be done with just one factor, there are hundreds of factors which help...

Also, I will say that don't get worried of fluctuation in ranking, you have to be persistent in your SEO work... but care for users instead of thinking of bots or machines.... if your website is valuable to others then the website will also liked by Google.
