This generally happens if they generate the link but take too long to download it - However if it is happening as soon as they try to download then maybe the file server has a problem with the internal clock.

The only way for me to investigate further is if you can give me the file name (Or preferably the URL at rocket) of the file they are trying to download so I can check the server.
