But right now Godaddy.com is giving discount coupons of $1.

I use tonic.to... I'm not aware of any other places that sell .to domain names. tonic.to have no whois data (which I'm assuming is why you're trying to find a .to registrar).

If you manage to find a .to registrar elsewhere it will most likely be a reseller of tonic. :'(

Edit: you could try nic.ru and buy another domain name extension - nic.ru are Russian, they do not like to give personal information to Americans =D.
