What does PayPal verify in credit cards exactly?

Hi,
I want to know how and what does paypal verify in credit cards?
Does it run a check with banks to check the name, address, etc. of the card and cross check with the information entered for PayPal account or does it simply want us to attach a card? Do they also check the country to which the card belongs?
Same question goes with bank account.

You can only use a credit card from the country you use your account.

For example, you live in Italy? You will need to have an account registered in Italy with a CC/Bank Account from Italy.

You have 3.5$ in that account but need to move to France? You need to make a new account in France, transfer your balance to your new account, and notify PayPal about it by terminating your old account.

Credit card verification goes something like this: You give your CC number (plus secret 3digit code, so chance that it's a stolen number is less) to PayPal. PayPal automatically charges a small amount on your card. The charge includes a code that you give back to them (see bank records).
So basically, and to summarize, PayPal doesn't really care about your address. PayPal only cares to know that you, BlaBla, registered your card with number 463734734 and on the name BlaBla, and then checked with the bank and confirmed that action. If you do that, PayPal is in no way liable if you claim that you never registered your card on PayPal, since you are the only one having access to your card transactions.
