View the email headers. I don't think paypal would ever sent a email like that and even if it was a system error, they would have posted about it in there blog or would have notified about it.

Click that button and then select something like "View Source", and there will be a lot of information, and probably the IP of the origin server (this worked for facebook). But you have to decrypt the text, it is encrypted with Base64.
 
It has happend once where I did get a blank email from someone and all I had to do to see its content was to click the option reply to.

Wont hurt to try...
 
I nerver see paypal email with blank content like that. So I I think this is fake email 100%. Just ignore it to secure your account. :))
