Probably the best platform would be WordPress. And for your domain you can use Namecheap.com, but for your hosting you need to ask them if they allow porn on their servers.

1. Learn how to make sites yourself (There are a lot of tutorials online. A quick Google search will give you a lot of results.) The easy way is to learn how to use something like WordPress since it's easy and quick to learn/install even for a newbie.

2. Or hire someone and do it for you.

I would suggest hooking up with forum that has already been up a min of 1.5 yrs. You can start with one good expired domain, which have good amount of natural backlinks and also have good Google authority. Go to expireddomains.net and search for expired domain and purchase your domain from godaddy or other domain registrar.
