Can't send money to another account via Paypal

hello sir ,please help me i m traying to buy something by paypal but when i tried to send payment paypal give an error "We're sorry,but we can't send your payment right now" please tell me how to fix them my account is fully verified with cc

Which country?? If you are an Indian then you can't send money to another Indian PayPal account.
India to India transactions are not allowed in PayPal. It's RBI's guideline.
I think you and the merchant both are Indian.
If I'm right then there is no other option to do that. Try with some other gateway.
