If you buy a VPS the answer is yes, since you have control over your php installation and configuration. So you can enable/disable php functions that you need

Regarding private nameservers for my VPS, what IP should I use on my registrars nameserver registration? Am I suppose to use the same ip as ns1.servedome.com, ns2.servedome.com ?

It's a VPS. You need to use your own IP's for nameservers.

After updating my private nameserver on my registrar, what should I do next? wait for email from servedome for my WHM login details? how many hours does it take? Sorry I'm new to this, just need some info or guide.

Yes, you can select a control panel while ordering your VPS and later open a support ticket for the 'exec' function (if it isn't enabled by default). We don't place any subdomain limit on VPS services so you should be able to create as much as you want
