I think so.
I opened a support ticket at UL and tried to cancel the Paypal Payout Request.
I got this answer:

Dear Customer,

all transfers will take place normally, but payouts can last up to 30 working days.
Thank you for using our service.

Yes, only 1 download from free user(IP) per 24 Hours.
Premium user downloads not counted at all.

theorically every download that you receive (even if same ip make 2 or 3 downloads) give you points but not download for earnings
