Good start but it think you could improve a few things,
Designs a bit bland
A bit low tech. maybe implement some new technologies, an upload progress bar, drag and drop ( http://css.dzone.com/articles/html5-drag-and-drop-multiple )
Not sure about the safety of .exe hosting either, i personally wouldn't.
If you need a hand with any designs i could pop open photoshop
As mentioned above, the site is fairly bland. Have you considered adding a way for your visitors to share your site with other people (Facebook, E-mail etc..)?
Very bland website. A lot of open non-used space. Add a progress bar and increase file size max to maybe 100mb even if it's going to be used for personal use such as uploading your own created music albums or videos (not sure how legit you are going to be when it come to hosting warez files).
If you are to be hosting 'warez' type of files, maybe increase the max file size to 250mb at a minimum to prevent 100 links for a 2 gig file xD
