If there is no way to use PayPal in your country. Then you can't use it. Simple.
Go with alternatives like 2Checkout (Accept Paypal Payments), WebMoney, Payza etc

Exactly, you will always need to have a bank in the same country, or they won't withdraw.

You can open account on another contry but you cannot use credit card . You need to prove if you want money . Only way to open card in that contry what do you want and can use paypal as normal.

The only legal way is to ask your friend whom is living in another country to make a paypal account and get it verified in his name and then you use it using a VPN that has his country/state in it . :
