I do not agree with you if a person buys an annual premium key for their money, then he has the right to have files in his account live forever before the expiration the premium status(namely forever and not 365 days without download as you write above) even if these files have never been downloaded.
On all the file sharing services on which I work with premium status the files live forever before the expiry the premium period,
after the first payment from you I will buy an annual premium key but the files in my account must live forever before the expiry the premium period even if these files have never been downloaded

why do not you store user files with premium status forever before the expiration the premium status ?, you store files from premium users that have not never downloaded users 365 days, replace this period with lifetime (unlimited) before the expiration the premium status, when annual premium status end , then the premium user will himself decides continue to buy a premium annual premium key to store his files or he will not like the earnings from your file hosting and he will not buy an annual premium key, but files with premium status should live forever even if they never downloaded, not 365 days as your system offer

Sorry but at the moment we will remove files after 365 days without download.
