That's not the hardlink he's talking about :)
Hardlink is just a text link that's invoked by raw php/html, without use of javascript ( so that google and other spiders can follow them), and is non-rotating ( so you can't sell ad-spot to 20 ppl when you have space for 8, and then have special script rotate them ).

All those differences are unimportant for most webmasters offering text links here, since they don't use specialized scripts to serve ads. For all intents and purposes you can assume that he's just buying a text link.
