He should've mentioned everything that is to it.

Here is method to enter cpanel's file manager:
After registering domain go to yourdomain.in:2082 and type username & password
then go to yourdomain.in:2082/frontend/x3/filemanager/ to enter the file manager

Doesnt work. Shows a blank page.

Edit: It works when you put slash after filemanager/
But filemanager is showing nothing. You cant go to public_html

and they mailed me all the domain details as well :

domain is registered at http://manage.domainregistrar.co.in/servlet/

changed ns and done everything now

But then again , i tried to make one more domain but it failed , they just give me a hostgator domain manager login ,

Can't login into the customer panel.
Wrong username or password ...

FOR ALL THOSE WHO REGISTERED AND NOT HAPPY
I DID THIS 1.5 YEARS AGO & LOST the domain.
I contacted them to transfer to another.....

this was their reply ....​

Sir as this is a static site you cannot change the DNS settings as we are not supporting it,
and you can host the domain with the another hosting site but after 60 days from registration.
Please mail us at gibosupport(at)hostgator(dot)in with the details, we will provide you the EPP code and you can tranfer domain.
