Payment was 21 USD and only received 18 USDT.
There is no indication on the website USDT has fees.

They paid the full amount so far.

USDT network fee only 1 USDT / transaction. Then who takes the 2 USD ?

BTC price is very volatile. You could loose money if you change back to USD.

Could you find a crypto with low network fees or another stable coin with low fees.

LTC best coin for withdrawl
some time in big crypto exchanges trc20 fees high so you have to face this :)
if host provider not deducting any fees and still you get 1 or 2$ less its mean provider of crypto wallet echange charge that amount.

So its a normal thing
 
i also got deduct ~$1.6 fee for recent usdt payment
can consider polygon usdt it has negligible fee or LTC or even TRX.
trx usdt close to ~$2 for fee per transaction, if you do not stake any TRX. (increase a lot for usdt transaction for past year)
