I started uploading 8 small files 12 hours ago - uploaded and re-uploaded over and over again, and now I still try to re-upload the last 4 files, with no success

why you dont make an option in the settings menu which is working on old rates and all of user with moovie files will have appropriate statistics

This makes more sense, an option for those whose files are larger than 100 minutes and another option for those whose files are smaller than 100 minutes. And then you apply the appropriate rate based on the selection of that option. As a backup, create an algorithm that will check the video length of any file and apply the appropriate rate so that no one can cheat the system (not that I think anyone would). Or just do the algorithm and apply the old rate to files that fall into that condition.
