I see a lot of ads looking for uploaders to something * site or something * blog, who determines how many * a site or a blog gets?

Depends on what kind of DDL you are talking about, but it's the owner of that DDL.

Mainly katz.cd, but DDLs in general.

when people submit to katz.cd (which is the main DDL) or any other ddl you get a rank which is a start. By default you star with 1* as time goes by and you submit you can ask for rerates and that rank will increase to 2*, repeat process
