If you have small traffic and have low or no earnings from it, then go for a shared hosting. If it grows, you can just move it to a VPS and if it gets huge, move it to a Dedicated Server.
It all depends on how small is the small traffic you say and if it is optimized. Just don't load dozens of modules to it and keep I/O low (low mysql requests). This is one of the most important thing when using a shared hosting.
 
Nowdays VPS became cheaper than shared webhosting, however you need some skills to administrate it. Indeed free panel could be a good choice.
 
Yes, Kloxo was a very good panel. I was very disappointed to hear that the project it is no longer active... There are still some good free panels. cPanel unfortunately increased the price a lot and in my oppinion is not fair to pay triple of the monthly price of a VPS only for a control panel (with single account). Because of these problems, shared hosting became less and less utilized.

Even for a big blog you can still use shared hosting. Just instead of buying starter plan you will buy business plan (approx. 10-15$ per month).

VPS is good when you upload files on hosting and need space.
 
VPS with webmin/virtualmin. Look for Hostmayo ... prices as low as shared.

But be prepared to have issues ... so if you're a newbie, get shared.
