Is the site going to close too? Can we get answer from the admin, so we should know what to do? I mean, i think continue using openload, but if they close it without warrning, it will fuck up my site. I hope someone will respond from the staff.

Without PPV, they won't survive. Take RapidVideo thread as example, it's idle since days and the same person is commenting to pump their thread.
He is now searching for another way for the income as you see:

Many friends of mine work their butt off, on your site and you left them hanging with balance lower than 18$. I my self, because of the lame dmca plan didnt work on your site.. What you did is very annoying. You announced that you closing affiliate last minute without giving members the option or the chance to prepare, its not wrong that you changed your plans, in fact you have the right to do so, but you know uploaders are not the only part in this so called "cooperation" that earned from you, you earned much much more from uploaders, with ads that force users to watch from your site, and now you continue to earn shaving their ballances, you should have given a chance to move files to another host, at least one week before you close the affiliate, and pay all balances because you can. However you blocked all options for migration to other hosts the very next day when you realize that you will lose ground, classic, plus you dont give people any info of whats your future plans (if you know them) for openload but only that the site will stay alive, so that you will continue to earn from uploader's files alone. Very wrong move and dishonest.

i appreciate your feedback.
With some points i agree with some i dont.
I doenst matter if we close PPV directly or within 2 day or 1 week, there would be always users who are close to the minimum no matter when we close it.
The reason why there is a minimum is, that our payment processors cant process lower amounts. We already made them to pay from 18 at least.
We always blocked migration to other sites, download leech and similar practises. Thats nothing new.
As for now PPV will stay closed as i said before the decision is final.

Of course your decision is final, i m not trying to change you decision about ppv.You didnt understant what i said. I said your moves are wrong. I said that You should have given at least one week notice before you close the affiliate so that you give uploaders time to prepare for other options, not only to reach the minimum. Money is not the only issue here. But since you are still earning from uploaders links when a lot of them have not even reach the half of minimum its triggering a lot of doupt about your honesty. Also I said very clearly that you should pay all ballances and not only those above 18$. It is the right thing to do. You know that you can do it because you can afford it. Also do it as compensation because you announced this the last minute, and left many hanging and because want to leave a good name in bussiness, unless you dont care for your reputation at all. Also before all that started and one day after your accouncement some friends had told me that they could add openload to other hosts remote upload, but now they cant and they are not the only ones, i see other users here at your thread and at other treads that complain, so what you say is not true. Some people worked only with you. You established trust and now with the moves you made you are ruining it. Thats all. I won't bother you again. I just wanted to be more clear. I would agree that not incentivizing is a wrong move. For one, website owners can simply query their databases to delete all openload links. Secondly, millions of links on websites such as ololo and rlsbb can simply be deleted by uploaders from their openload user panels.
This is precisely the reason why I wanted to know whether you still plan on incentivizing in the future because it is going to be an exercise in futility on the part of uploaders deleting files and then doing everything all over again. They might as well stay where they migrated to than return to openload.
You might end up losing everything (losing all revenue, kind of a mathematical certainty in the very near future, like pron.tv did) as opposed to just lowering rates, which is more reasonable win-win solution. Your solution is loss-loss to be very honest.
