Does adsense approve sites that using pop up like propellerads?

By the terms in support.google.com they do not allow popups with AdSense -

Ads in pop-up and pop-under windows

Publishers are not permitted to place Google ads in any window that is not initiated by an intentional user interaction (e.g., click). Additionally, Google ads may not be placed in any web browser window that lacks navigational controls, including back and forward browse buttons, and an editable URL field.

Sure, you can use Google AdSense with Pop under or Pop up, any website who using our Pop ads by Ad-maven are alow to use AdSense,
The Google policy is actually, for a site who broke the way of teams such as using low quality of sources traffic by many clicks also, google does not receive any website who doesn't have Copyright

Yes, it is possible. all depends on ad type/ how many ads on the same page. you can always use Native ads such as - push notification, these ads can work totally fine with Adsense.
