The solution could be that new accounts are not allowed to do remote upload and remote upload could only be done if the account has a lot of files uploaded via web-upload!

I think this host doesn't even delete files based on dmca only... they literally have some fcking daily quote which they are going to remove from users no matter what... it all must be about controlling revenues...
