Actually it depends...

For 'normal' users, I'd say Chrome as it's fast and nice. Or If you wish to have a nice built-in add-blocker, Opera is good too.

For web developers, Chrome and Firefox, definitely.

Very poor optimisations on Chrome's end. I like the all day battery life with Safari and it still scores pretty decent in benchmarks.
 
The way I see it there is no best browser. Just personal preference. On macOS I use Safari, Windows I use Chrome and my phone I use the Samsung Internet Beta.
