I want to make a website where people will register on your site and they will have a referral link and they can invite others to earn? a program like a binary or matrix complan, but I dont know how to start or what to type in google to search, hope someone helps me

i don't know any referral program that works by matrix system.

But you can use Affiliate Program. What is an Affiliate Program?!
An affiliate program is a marketing program where you can receive commission for helping a parent company generate sales.

I want to create one it's quite popular in our country and I got some good ideas

There is only one pyramid scheme and it should be followed. You should be able to convince people to join the pyramid. This is the most important thing.
 
you can also use wordpress it has some great extend abilities like affiliate manager. i used to create a website with affiliate program but didn't gain much success though it works well with wordpress.
 
Create your own website and participate in affiliate marketing programs, affiliate networks. You should go slowly. Then you will do what you want
