What about space/bandwidth/cpu requirements? Are you sure that RAM has the most important role in choosing a server for your project?
 
Unfortunately, $7 will not get you a legitimate Windows VPS considering the licensing cost alone. If you want anything decent for your business, I'd step up the budget to atleast $20.
