Firstly redesign your site. It's not visually appealing. There are literally thousands of filehosts, so it needs to be appealing.
You might want to partner with some forums (eg. warez if they are your target group) and ask them if they're willing to put your site banned or something. But this is a solution for small forums only.
For bigger ones you might want to place ads like on wjunction because Wj has too many uploaders and an entire Filehost section.

Obligatorily in Russia or Romania? Why? There are good hosting providers in Russia? )) Or you think if you have servers in Russia you can ignore copyright abuses? :) Not at all absolutely.
 
You need a lot of cash
You need to buy a good server for the main site
You need to buy multiple big storage servers
You need to buy a custom coded script to be unique
Or you can buy xfs and be like the rest
