Does changing TLD affect seo?

My main webite domain is beeing blocked by google because of dmca. If i change my domain from .com to .biz, and redirect .com to .biz, would that allow to rank the .biz domain?

Yes, any new domain can be indexed all the process started as recycling process of Engine Bots and Crawlers. main thing is SEO is time taken process depends on your keyword and page language :)
 
Only from google. But only main page isn't indexed. so i was thinking of changing my main domain so it can get reindexed
Have you looked at your webmaster tools page? Did you get proper dmca notice from Google which says your domain was removed?
If not thats probably not dmca deletion. If your other pages are active already then this is another seo problem not dmca.

If i use site:domain search in google my main domain is not in the search results..

And you got no message from google search console (webmaster tools)?
I think you have to figure out what the actual reason before going into new tld. Because this is strange.

If your other pages are on google and domain is not then this brings different issue other than copyright issues.

If my domain was dcma'ed, should the other search also not show up on google?

How can i check in google search console? Cuz i get daily 10-20 dmca messages :D

Domain dmca removal is a big issue so it should affect all pages because domain has perfect impact on other pages.

20 dmca per day? Thats too high. So i believe the reason was purely caused by dmca removal.

I think you can change your domain tld. But you must be change your title attitude too. Most probably all dmca notices you get are from auto-bots. So you need to find a way to alter it like changing all titles, putting captcha to your links/videos.

Here is a tip:
- Just put those real titles into meta tags and post texts
- Auto rewrite all of the real titles
